Why did terrorism spread in Western countries?
Whose (or What) fault is it?

Terrorism has always been with us, from the "gunpowder plot" to blow up the English Parliament in 1605, to the bombings by the Irish Republican Army from the 1960's to the early 2000's, to the bombing of Oklahoma City in 1995 by a white supremacist. The only real difference now is how easy it has become for terrorist organizations to organize and communicate using the internet. That, and America's insane gun laws that make it so easy for people to get firearms. Considering the other options listed in the question, it is also to an extent America's fault as well, for our history in the Middle East is rife with wrongdoing, from the CIA-supported coup in Iran in 1953, to the support for Iraq in the Iran/Iraq war, to the blind support we give Israel even when Israel is clearly in the wrong, to the war crimes (up to and including torture) we committed when we illegally invaded Iraq. However, as bad as all that certainly is, without the internet enabling the organization and coordination (and advertising) for terrorists, the terrorism would not have spread nearly as far nor as fast as it has now.
